Mussels are unconditionally Halal. Toronto Public Health lists seafood as Halal. Sheikh Muhammed Salih al-Munajjid states all sea animals are permissible based on Surah Al-Maidah 5:96. Mussels are exclusively aquatic molluscs requiring no slaughter.
